This legislation would designate the outpatient clinic of the VA in Vallejo California as the ""Delphine Metcalf-Foster Clinic. ""Delphine Metcalf-foster has dedicated her life in service to this country and to the veteran community. Metcalf-Foster was injured in January 1991 while serving with a grave registration company in Saudi Arabia in support of Desert Storm/desert Shiel and was medically evacuated to Germany for treatment. In 1996 after a 21-year career Metcalf-Foster retired as a first sergeant. After retirement she continued to serve the veteran community. |
